The support granted by the State to political parties within the framework of the finance law of the year 2023, for the contribution to the coverage of their management fees, the organization of ordinary national congresses or the costs related to missions, studies and research, amounted to 140 million dirhams (MDH).
In its report relating to the audit of political parties accounts and the verification of the validity of their expenses for public support of the year 2023, the Court of Auditors specifies that the support effectively granted by the State to 17 political parties reached 60.38 MDH, or 43% of the credits open, in addition to specific support for a single party for the encouragement of the political representativeness of women, an amount of 100,813.20 DH.
The total support given by the State to political parties has thus recorded a decrease of 25.5% compared to the year 2022 (81.17 MDH). According to the report, 16 parties did not benefit from public support, failing not having fulfilled one or more legal conditions required.
This support is distributed between the annual support for the coverage of management costs (99.21%), the contribution to the coverage of organizational costs of ordinary national congresses (0.62%) and support for the encouragement of the political representativeness of women (0.17%).
Regarding the global resources declared by 27 political parties for the year 2023, they amounted to 104.97 MDH, divided between state support (58%) and their own resources (42%), or 44.49 MDH, specifies the Court of Auditors, adding that annual public funding represented around 58%of the total resources declared by the parties in 2023.
As for the total of the own resources of political parties, it reached 44.49 MDH, thus recording a drop of more than 38%compared to the year 2022. These resources are distributed between the contributions of members and contributions (89%) and non -current products (11%).
This drop in own resources is mainly explained by the decline in non -current products, from 19.21 MDH to 4.79 MDH, the decisions of members and contributions, going from 52.49 to 39.60 MDH.
The total resources declared by the parties for the year 2023 rose to 104.97 MDH, a share of 92% returns nine parties, an amount of 96.97 MDH, continues the report.
Similarly, the amount of resources having been the subject of observations of the Court amounted to approximately 1.72 MDH for eight parties, relating in particular to shortcomings in terms of justification of the collection of a part of the resources declared by four parties, collections in cash by four parties (865,900 DH), each exceeding the legal threshold fixed by law.
