Clearly, a paradigm shift is currently underway in the job market for executives. Public organizations and companies are increasingly attracting graduates from Morocco’s top universities. Although multinationals continue to attract the majority of young talent, several ministries, agencies, institutions, and State-owned enterprises are emerging as employers of choice for the new generation of graduates.
This is essentially the general trend that emerges from a recent survey conducted by “Careers in Morocco.” The study was conducted between June 26 and July 22, 2025, among more than 1,000 young graduates from Morocco’s leading universities (engineering schools, business schools, and renowned universities). The survey focuses on the professional preferences of young graduates when it comes to entering the job market.
Although the private sector continues to recruit most of the graduates from Morocco’s leading schools and universities, there is a new trend that shows an unprecedented enthusiasm for the public sector. Indeed, the survey confirms that “despite the predominance of the private sector, the Moroccan public sector remains attractive to graduates of prestigious schools”. This attractiveness is based as much on job stability as on the reputation and strategic impact of the positions offered, the study notes.
In recent years, it has been observed that “engineers, graduates of prestigious business schools, and architects are choosing civil service careers first” because of the advantages it offers, such as stability and work-life balance. “This is a paradigm shift, even a profound and lasting change in the image and perception of working for the Government in general and the civil service in particular”, the study points out.
Another key finding of the study is the strong appeal of public offices, agencies, and companies, as well as technical and/or sector-specific organizations. Among the State-owned enterprises most sought after by graduates of prestigious universities and engineers, the OCP Group ranks first “with 41% expressing interest. The OCP Group stands out for its industrial projects, international reputation, and level of compensation. The OCP Group mainly attracts industrial and mechanical engineers, as well as those with specialized profiles in management and finance”. Just behind OCP, the State-Owned Enterprises, and public agencies that recruited the most executives and graduates in 2025 are the National Electricity and Drinking Water Board (ONEE), the Land Registry (“Conservation Fonciére”), the National Social Security Fund (CNSS), the National Railways Office (ONCF), the National Airports Office (ONDA), and Masen (Moroccan Agency for Sustainable Energy), among other agencies.
